Citrus Burst Tilapia with Cilantro Lime Rice and Black Bean Salsa

Step 1: Prepare the Tilapia
In a shallow dish, zest and juice one orange and one lime. Add chili powder, cumin, garlic powder, salt, and pepper. Place tilapia fillets in the marinade, ensuring they are well coated. Let marinate for 15-20 minutes.

Step 2: Cook the Rice
Rinse the rice until the water runs clear. In a medium saucepan, combine rice and 2 cups of water. Bring to a boil, then reduce heat to low, cover, and simmer for 15 minutes, or until all water is absorbed. Fluff with a fork.

Step 5: Cook the Tilapia
Heat olive oil in a large skillet over medium heat. Carefully place the marinated tilapia fillets in the skillet and cook for 3-4 minutes per side, or until the fish is opaque and flakes easily with a fork.
